- In 2010, the percentage of Franklin County Juvenile Detention Center admissions who were black (68.8%) is more than three times the proportion of blacks in the general youth population (20.1%). Conversely, white youths represent about one quarter (25.5%) of JDC admissions but 41.1% of the overall youth population.
